Abstract

Human resource development is the process of acquiring and increasing the number of people having the skills, education and experience determining the development. This study aims at determining how the effect of life expectancy, literacy rate, average length of schooling and per capita income (PCI) or average income on the Human Development Index (HDI) in Riau Province.


The research site was in Riau Province, using secondary data from the Statistics Indonesia (BPS) and from related agencies. The data analysis method used was quantitative descriptive analysis. The study results indicated that in general, from 2010 to 2017, the Human Development Index (HDI) development of Riau Province had an average incline of 3.14 every year with a consistent category called "Upper Middle." It is because it is close to the standards set by United Nations Development Programme (UNDP) and indicators used by Statistics Indonesia (BPS). Moreover, the increase of understanding, awareness and intensity of activities to improve human life quality being better needs to be stimulated through more comprehensive patterns of innovation and motivation, yet it should possess a character in accordance with the existing values within society.
